Palisades Nuclear Plant Docket No. 50-255 Renewed Facility Operating License No. DPR-20 Draft Power Operations Palisades Nuclear Plant Target Sets 10 CFR 50.4 In accordance with Title 10 of the Code of Federal Regulations (10 CFR) Part 50, Section 50.4, Written Communications, Holtec 1 on behalf of Holtec Palisades LLC, hereby provides Palisades Nuclear Plant (PNP) Draft Target Sets which will be implemented upon resumption of power operations at PNP. The Draft Target Sets are provided to support the U.S. Nuclear Regulatory Commission (NRC) with security inspection activities currently planned for 2025. The resumption of power operations at PNP cannot occur until after the approval of the suite of licensing submittals PNP has submitted to the NRC, which are listed in Reference 1 through Reference 6.
The Draft Target Sets are provided as an Enclosure to this letter. The Draft Target Sets were developed in accordance with 10 CFR Part 73, Physical Protection of Plants and Materials.
The information contained in the Enclosure of this document has been classified as Safeguards information. Therefore, Holtec requests that this information be withheld from public disclosure in accordance with 10 CFR Part 73, Section 22, Protection of Safeguards Information: Specific Requirements.
This letter contains no new commitments and no revised commitments.

1 Holtec Palisades, LLC (Holtec Palisades) is the licensed owner of PNP. Holtec Decommissioning International, LLC (HDI) is the licensed operator of PNP while the facility is in decommissioning.
Pursuant to the license transfer application submitted in connection with the PNP restart (Reference 2),
licensed authority will transfer from HDI to Palisades Energy, LLC ("Palisades Energy) upon NRC's approval of the transition from decommissioning back to power operations. Holtec Palisades will remain the licensed owner of PNP.
