January 21, 2014 PRELIMINARY NOTIFICATION OF ALERT - PNO-II-14-001 This preliminary notification constitutes EARLY notice of events of possible safety or public interest significance. Some of the information may not yet be fully verified or evaluated by the Region II staff (Atlanta, GA).

SUBJECT:
HARRIS UNIT 1 SHUTDOWN AND ALERT DECLARED DUE TO FIRE On January 18, 2014, at 9:33 a.m. (EST), the licensee commenced a rapid shutdown from 100% power due to a hard ground indication on the 1D2 non-safety bus. At 10:11 a.m. (EST),
the control room initiated a manual reactor trip from 74% due to indications of fire in the 1D2 transformer (6.9kV to 480V) which is part of the licensees safe shutdown equipment list. The reactor trip was uncomplicated.
At 10:16 a.m. (EST), the licensee declared an Alert since the fire affected systems required for safe shutdown. The fire was extinguished when the licensee de-energized the associated non-safety bus which also de-energized the safety bus. The associated emergency diesel generator successfully started and supplied power to the safety bus. Decay heat removal was initially provided by the steam generators and the main condenser.
The plant secured from the Alert at 3:51p.m. (EST), on January 18, 2014. The plant was stable, the fire was extinguished, the Technical Support Center and Emergency Operations Facility were secured and plant recovery was transferred to the outage control center. The licensee notified the NRC Resident Inspector, the State of North Carolina, and other local authorities.
There were no personnel injuries or radiological releases. On January 21, 2014, at about 2:00 p.m., extent of condition testing was completed on three similar transformers at the site. The plant is currently in mode 3, making preparations for startup.
This preliminary notification is issued for information only. The resident inspectors will continue to monitor the licensees actions and the NRC Region II Office is considering additional inspection activities.
Region II received initial notification of this occurrence through the resident inspector who had been informed via telephone by the licensee on Saturday, January 18, at 9:50 am. The information presented herein has been discussed with the licensee and is current as of 2:35 p.m. January 21, 2014.
