August 29, 2003 PRELIMINARY NOTIFICATION OF EVENT OR UNUSUAL OCCURRENCE PNO-II-03-16A This preliminary notification constitutes EARLY notice of events of possible safety or public interest significance. The information is as initially received without verification or evaluation, and is basically all that is known by Region II staff (Atlanta, Georgia) on this date.

Update on Alert at Sequoyah Nuclear Plant At 8:30 p.m. (EDT) on August 28, 2003, Tennessee Valley Authority (TVA) exited the emergency condition at the Sequoyah Nuclear Plant. An Alert had been declared after indications that the Unit 1 reactor did not automatically trip following a turbine trip. TVA has confirmed that no reactor core damage or measurable radiological releases offsite occurred. Unit 1 remains stable in hot shutdown.

NRC exited the Monitoring Mode in the Region II Incident Response Center at 8:45 p.m. The NRC resident inspectors at Sequoyah continued to monitor the licensees onsite activities related to the event during the late evening hours.

A NRC Augmented Inspection Team (AIT) has been dispatched to the site and began reviewing the event this morning. The AIT includes inspectors with operational experience and electrical expertise from the Region II office. The team will be led by a Region II manager. The AIT will develop a sequence of events, assess the performance of plant systems and personnel, and monitor and assess the licensees event investigation activities. A public exit meeting will be conducted after the inspection is completed and an inspection report will be issued.
