April 2, 2002 PRELIMINARY NOTIFICATION OF EVENT OR UNUSUAL OCCURRENCE PNO-II-02-015 This preliminary notification constitutes EARLY notice of events of possible safety or public interest significance. The information is as initially received without verification or evaluation, and is basically all that is known by Region II staff (Atlanta, Georgia) on this date.

Lost Annunciation in Control Room At 9:55 a.m. EST Tuesday April 2, 2002, three annunciator alarm panels in the Hatch Unit 2 main control room began to intermittently lose power. Two of the panels subsequently re-energized and functioned correctly while the third panel became de-energized. The licensee declared an Alert at 10:40 a.m. EST based on criteria in their Emergency Response Plan Implementing Procedures for loss of most control room annunciation. The licensee activated their Technical Support Center at 11:15 a.m. EST.
The licensee determined that a failure of an electrical power supply to the panels was the source of the problem affecting all three annunciator panels. The power supply and a related inverter component were replaced and the annunciator panels restored to service. The licensee then exited the Alert at 12:37 p.m.

Unit 2 was at 100% steady state power before the problem and remained there throughout the licensees repairs. The licensee implemented appropriate Abnormal Operating Procedures and stationed extra personnel at appropriate locations to monitor parameters that were inputs to the failed alarm panels. No safety systems were affected.
The NRC Resident Inspector was on site and responded to the control room to monitor the licensees repair efforts and contingency actions. The NRC Region II Office in Atlanta, Georgia, activated their Incident Response Center in the Monitoring Phase of Normal Mode.
The licensee has issued a press release on this event. The State of Georgia was informed by both the licensee and Region II.
Region II received early notification of this occurrence by telephone from the NRC Resident Inspector at Hatch after he was officially notified by the licensee. The information presented herein has been discussed with the licensee, and is current as of 1:00 p.m. EST, April 2, 2002.
