In accordance with 10 CFR 50.54(q)(5) and 10 CFR 72.44(f), NextEra Energy Point Beach, LLC (NextEra) hereby submits a description of changes to the Point Beach Nuclear Plant (PBNP)
Emergency Plan and a summary of the analysis demonstrating that the changes do not reduce the effectiveness of the plan. The plan continues to meet the requirements in 10 CFR 50 Appendix E and the planning standards of 10 CFR 50.47(b). The changes were incorporated in the following procedures issued August 22, 2019 at PBNP:
EP 5.0, Organizational Control of Emergencies, Revision 66 EP Appendix A, Emergency Response Organization Personnel Function and Responsibility, Revision 33 Description of Changes and Summary of Analysis EP 5.0 was revised due to the Joint Information System Transition and other editorial changes.
EP Appendix A was revised due to the Joint Information System Transition which is a collaboration between the Site Joint Information Center (JIC) and Corporate Communications.
The positions that will be maintained are: Site JIC Manager, JIC Coordinator (previously titled Assistant JIC Manager), JIC Technical Briefer and the Media Center Coordinator. One additional position, the Corporate JIC Manager has been incorporated into the JIC and supported by other Field and Corporate Emergency Communications Teams.
These changes were evaluated in accordance with 10 CFR 50.54(q)(3). The changes were determined to not reduce the effectiveness of the PBNP Emergency Plan.
