Submittal of Fermi 2 Physical Security Plan (Revision 23)
The purpose of this letter is to submit the Fermi 2 Physical Security Plan (Revision 23) in accordance with 10 CFR 50.54(p)(2).
i A summary of the changes made by Revision 23 to the Fermi 2 Physical Security Plan is provided. Only revised portions of the plan are being submitted. All changes to the text are highlighted (shaded).
The changes made under this revision do not decrease the effectiveness of the Fermi 2 Physical Security Plan.
In particular, this revision makes a change.in Section 4.1 regarding lighting in the general protected area. This change does not affect the requirements of 10 CFR 73 55(c)(5) regarding illumination of the protected area and does not make any changes to physical lighting of the protected area. This change provides some flexibility for establishing compensatory measures in the instances of varying lighting levels in isolated areas of the general protected area due to environmental and mechanical conditions.
I This change i; being submitted under 10 CFR 50.54(p)(2) as the change does not decrease the safeguards effectiveness of the plan based on the discussion provided in the enclosed effectiveness review documentation. However, because of the nature of this change, it will not be implemented at Fermi 2 unless found acceptable by the NRC dueing the review of the' enclosed Revision 23 of the Fermi 2 Physical Security Plan.

Additionally, this revision clarifies the frequency of the barrier inspections and provides consistency between the wording and the related chart on pi::ges 2-17 and 4-9 as suggested in Reference 2.
