Chapter 1 and the Table of Contents are being submitted. A summary of the changes made in the SCP Revision 12 is also provided. Additionally, changes to the text are highlighted (shaded). Deleted text is not identified with markings. The changes made under this revision do not decrease the overall effectiveness of the SCP.
