OF JULY 16, 2025, PUBLIC COMMENT GATHERING MEETING REGARDING NRC STAFF IMPLEMENTATION OF EXECUTIVE ORDER 14300, SECTION 5(B) - RECONSIDERING THE NRCS RADIATION PROTECTION FRAMEWORK On July 16, 2025, the U.S. Nuclear Regulatory Commission (NRC, the Commission) staff held a comment gathering public meeting1 in support of the NRC staffs response to directives in section 5(b) of Executive Order (EO) 14300 regarding the reform and modernization of the NRCs radiation protection regulatory framework. The meeting consisted of a period of pre-arranged presentations2 and then a one-hour period for public comments. Presentation proposals were solicited with the meeting notice and the staff accommodated all proposals.
Specific topics of discussion3 for participants to consider addressing during the meeting were provided with the meeting notice.
Through this early public interaction, the NRC staff successfully gathered input, including updates on recent research, from a diverse set of stakeholders that included industry, professional organizations, academia, and members of the public. This input will assist the staff in developing recommendations for Commission consideration that are both responsive to the directives in EO 14300 and informed by public comment, as directed in Section 2 of EO 14154.
The NRC staff opened the meeting with a presentation4 that described the directives provided in the EO, along with a primer on the topics scheduled for discussion. Following the staff presentation, members of the presentation panel were given 10 minutes each for their presentations5. Viewpoints both supporting and opposing changes to the current linear no-threshold model (LNT) and as low as is reasonably achievable (ALARA) approach were expressed during these comments. Those participants who provided comments during the meeting are annotated in the attendance list with an asterisk (*).
The NRC staff did not make any regulatory decisions at the meeting. The meeting was transcribed6 and recorded.7 Lastly, the staff invited the submission of comments and input pertaining to this meeting until July 25, 2025.
