SUMMARY
OF JULY 10, 2025, PRESUBMITTAL MEETING WITH PACIFIC GAS AND ELECTRIC COMPANY REGARDING LICENSE AMENDMENT REQUESTS FOR FUEL UPGRADES AND SPENT FUEL POOL REANALYSIS FOR DIABLO CANYON NUCLEAR POWER PLANT, UNITS 1 AND 2 (EPID L-2025-LRM-0091)
On July 10, 2025, an Observation public hybrid meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of the Pacific Gas and Electric Company (PG&E, the licensee). Several Westinghouse representatives were also in attendance. The purpose of the presubmittal meeting was to provide information to the NRC staff regarding potential license amendment requests (LARs) for fuel upgrades and spent fuel pool criticality (SFPC) reanalysis for Diablo Canyon Nuclear Power Plant, Units 1 and 2 (Diablo Canyon). The licensees presentation slides are available in Agencywide Documents Access and Management System (ADAMS) at Accession No. ML25178A617. The meeting notice and agenda dated June 30, 2025, are available in ADAMS at Accession No. ML25181A004. A list of attendees is enclosed.
The meeting focused on the Diablo Canyons upcoming LARs for the SFPC reanalysis and fuel upgrade. The primary objectives were to discuss the content and implementation schedule of these LARs, provide an overview of the planned changes, and obtain feedback from the NRC staff. Prior to the meeting, the licensee provided a list of precedents (ML25191A283). The licensee discussed during the meeting that all proposed changes in the forthcoming LARs have regulatory precedents, and they will comply with any limitations and conditions associated with methodology updates. The licensee also stated that there were no planned changes to the ADOPT methodology or the precedents, but there may be changes to the inputs.
Slide 9 of the licensees presentation discusses use of the checklist from Nuclear Energy Institute (NEI)-12-16, Revision 4, Guidance for Performing Criticality Analyses of Fuel Storage at Light-Water Reactor Power Plants (ML14112A516). The NRC staff discussed that any deviations from the checklist would be identified during the acceptance review process for the LAR, since the items on the checklist are required for the detailed technical review of the LAR.
The NRC staff emphasized the specific need for communication of any deviations from precedent or approved methodology in the LARs.
The NRC staff also recommended that the licensee ensure that the validation database in any models or simulations (e.g. SCALE 6.3.1) used is representative of the materials and properties of the upgraded fuel.
The licensee plans to submit the fuel upgrade and SFPC LARs in October and November 2025, respectively, and requests approval in September 2026. The NRC staff confirmed with the licensee that the September 2026 date was operationally based. The licensee and NRC staff discussed the importance of high-quality applications, as well as clear and timely communication to support the proposed schedule. The NRC staff also stated that any requests for additional information and audits, if needed, would have reduced timelines to support the overall project schedule as well.
