On behalf of the U.S. Nuclear Regulatory Commission (NRC), I am transmitting the report on how the NRC can improve organ izational management to review advanced reactor license applications for first-of-a-kind nuclear reactors. I am providing this report in response to the requirement included in Senate Report 118-72 on the Energy and Water Development Appropriations Bill, 2024.

The enclosed report reviews and assesses the NRC's existing organizational structure, identifies ongoing workforce initiatives associated with the NRC 's current organizational licensing approach, describes continuing agency-wide efforts to adapt its organizational structure and processes to accommodate increasing workloads, and provides references for further information. It also provides a path forward to improve organizational management.
