ENVIRONMENTAL REPORT FOR PROPOSED DECOMMISSIONING WORK PLAN FOR THE SURFACE SHIP SUPPORT BARGE, CONTRACT N00024-20-C-4139

Dear Mr. Low:

In accordance with the interagency agreement between the U.S. Department of the Navy, Naval Sea Systems Command (NAVSEA) and the U.S. Nuclear Regulatory Commission (NRC), NRC staff have completed an environmental report on the Surface Ship Support Barge (SSSB) proposed Decommissioning Work Plan (DWP).

NRC is currently conducting its technical review of the SSSB DWP submitted by NAVSEA on September 2, 2020 letter (Agencywide Document Access and Management System [ADAMS]

Accession No. Main Library [ML] ML20269A446), as supplemented on January 21, 2021 (ADAMS Accession No. ML21055A034).

While the DWP review by NRC staff is ongoing, the actions in the DWP are defined sufficiently for completion of an environmental evaluation of the proposed SSSB decommissioning project.

The attached environmental report is generally consistent with a simple environmental assessment, as described in NUREG 1748, Environmental Review Guidance for Licensing Actions Associated with NMSS Programs, August 2003 (ADAMS Accession No. ML032450279). If such an action were under the NRCs regulatory purview, based upon this report, the NRC would likely conclude its environmental review with a Finding of No Significant Impact.

In accordance with 10 CFR 2.390 of the NRCs Agency Rules of Practice and Procedure, a copy of this letter will be available electronically for public inspection in the NRC Public Document Room or from the Publicly Available Records component of NRCs ADAMS. ADAMS is accessible from the NRC Web site at https://www.nrc.gov/reading-rm/adams.html.
