As requested by Westinghouse Electric Corporation application dated May 26, 1989, as supplemented on August 25, 1989, and pursuant to 10 CFR Part 71, Certificate of Compliance No. 5450, Revision 27, for Model Nos. RCC-1 and RCC-3 packages is amended to authorize contents as follows:

The Westinghouse 17 x 17 0FA zircalloy clad unirradiated 12 foot fuel assembly increased in U-235 enrichment from 4.3 wt% to 4.45 wt%. A single 17 x 17 0FA 12 foot 4.45 wt% enriched fuel assembly is authorized to be shipped in an RCC-1 or an RCC-3 container with 0.35-inch thick carbonsteelwithj)millsofGadolinium0xideneutronpoisonplates (0.02 gm-Gd 0 /cm .

2 3 All other conditions of Certificate of Compliance No. 5450, Revision 27 for the Model Nos. RCC, RCC-1, RCC-2, RCC-3 and RCC-4 packages shall remain the same.

This authorization shall expire October 31, 1989.

SEP 0 61999 Transportation Branch Approval Record Model Nos. RCC-1 and RCC-3 Docket No. 71-5450 By application dated May 26, 1989, as supplemented on August 25, 1989, Westinghouse Electric Corporation requested an amendment to certificate of Compliance No. 5450. The amendment would authorize an increase in U-235 enrichment for Westinghouse 17 x 17 0FA 12 foot fuel assemblies from 4.3 wt%

to 4.45 wt% when shipped as a single assembly in either the RCC-1 or the RCC-3 container each with Gadolinium Oxide neutron poison plates.

The applicant's criticality analysis was based on a 4-inch moderator gap between the tops of the assemblies in adjacent containers in the hypothetical accident condition geometry used in previous analyses and the shipment of a single 17 x 17 0FA 12 foot assembly in an RCC-1 or RCC-3 shipping container.

The results of the applicant's analyses for the 4.45 wt% enriched assemblies show a k-eff value of 0.912 t 0.003. ,

WRC staff performed a confirmatory calculation of the proposed shipping configu-ration using KENO Va. An accident condition geometry similar to that used by the applicant was used in the evaluation. The staff. analysis yielded a k-eff value of 0.929 2 0.005. This resulted in a maximum value of k-eff at a 95%

confidence level of 0.939. Although the value obtained by staff is higher than that obtained by the applicant, the k-eff value is well below 0.95 and shows that the proposed payload will remain safely subcritical under both normal and accident conditions.

Based on the applicant's analysis and staff evaluation, the staff has deter-eined that the proposed amendment would not affect the ability of the RCC-1 and RCC-3 shipping containers to meet the requirements of 10 CFR Part 71.
