SUBJECT: NRC INSPECTION REPORT 50-254/98008(DRS); 50-265/98008(DRS)

On April 17,1998, the NRC completed a follow-up inspection of your implementation of 10 CFR

50.65, " Requirements for Monitoring the Effectiveness of Maintenance at Nuclear Power

Plants,"(the maintenance rule) at the Quad Cities Nuclear Power Station. The enclosed report

presents the results of that inspection.

No violations of NRC requirements were identified. We concluded that actions your staff

carried out properly addressed the open items from our Maintenance Rule Baseline inspection,

and that the Quad Cities maintenance rule program now meets ali requirements. We noted that

since the September 1997 baseline inspection, the program has been extensively revised and

improved, most clearly in the performance criteria aspect. The inspectors noted that your

program correctly identified that many of your systems and functions have not been performing

well. One item relating to the section (a)(3) periodic assessment remains open because that

report is the correct process to identify and evaluate the underlying cause for this condition.

in accordance with 10 CFR 2.790 of the NRC's " Rules of Practice," a copy of this letter and its

enclosure will be placed in the NRC Public Document Room.
