SUBJECT:
RELIABILITY OF NON-SAFETY RELATED BREAKERS DURING AN ATWS Following the identification at Pilgrim plant of repeated failures of recircula-tion pump trip breakers (RPT) to open on demand, I requested Region I staf f. to investigate the generic implications of RPT breaker failures for all Region I BWR's.
A copy of the report is enclosed.
The RPT breakers are designed to open and trip recirculation pumps at BWR's during Anticipated Transients Without Scram (ATWS).
According to the ATWS rule, these non-safety related breakers are required to be designed to function in a reliable manner.
The report contains recommenda-tions and comments bearing on policy and licensing matters which I recommend for your consideration.
