• h APPENDIX A Satin American Corporation Docket No. 99901094/87-01; L . NOTICE OF NONCONFORMANCE Based on the results of an NRC inspection conducted on July 6-8, 1987, it appears thht certain of your activities were not conducted in accordance with-NRC require-ments.

'A.. . Criterion VII of. Appendix B to 10 CFR 50 states, in part:

" Measures shall be established to assure that purchased material, equipment, and services, whether. purchased directly.or through contractors and sub-contractors, conform to the procurement documents. These' measures shall include provisions,'as appropriate, for source evaluation and selection, objective evidence of quality furnished by the contractor or subcontractor, -;

it.spection at the contractor or subcontractor source, and examination of products upon delivery. The effectiveness of the control of quality by contractors and subcontractors shall be assessed by the applicant or 1 designee at intervals consistent with the importance, complexity, and-quantity of.the product or services."

Contrary to the above the Satin American Corporation quality assurance program does not require that vendors who supply. components to be used in safety-related applications be on the Satin American Corporation

-approved vendors list. Additionally, the manual doesn't describe alternative

-methods to be used when purchasing material from vendors not on the approved vendors 11st. (87-01-01)

B'. Criterion IX of Appendix B to.10 CFR 50 states, in part:

" Measures'shall be established to assure that special processes, including welding, heat treating, and nondestructive testing, are controlled and accomplished by qualified personnel...."

Contrary to the above, welders whose qualification had not been established were listed as qualified in the Satin American Corporation quality assurance i manual. (87-01-02)
