1.0 BACKGROUND
Under the aegis of the U.S.
initiative for nuclear weapons safety,
- security, and dismantlement known as the Comprehensive Threat Reduction (CTR) Program, the U.S.
Department of Energy (DOE) and the U.S.
Nuclear Regulatory Commission (NRC) are engaged in establishing bilateral technical assistance programs with Kazakhstan in the nuclear material safeguards areas of material control and accounting (MC&A) and physical protection.
The objective of U.S.
assistance is to help Kazakhstan improve its capabilities to effectively safeguard nuclear material.
The assistance will be carried out under a bilateral agreement for cooperation, and it is supported by funds authorized by Cengress in the Soviet Nuclear Threat Reduction Act of 1991 (Nunn-Lugar) and successor legislation such as the Freedom Support Act of 1992.
Regulatory programs for safeguarding nuclear material in the FSU are virtually nonexistent.
The ATOMIC ENERGY AGENCY OF THE REPUBLIC OF KAZAKHSTAN (AEARK) has been established as an independent authority for overseeing Kazakhstan nuclear safety and safeguards programs.
AEARK has acknowledged serious deficiencies in staffing and technical resources, and it has expressed strong interest in U.S.
assistance.
Effective MC&A and physical protection are critical to safeguarding strategic nuclear materials in-support of nonproliferation goals.
In the interest of nonproliferation, improvements are needed in national regulatory oversight to ensure nuclear materials in Kazaknstan are effectively protected.
The 0.S.
and Kazakhstan signed an Agreement in September 1993 for joint cooperation in MC&A and physical protection using Nunn-Lugar l
funds under the CTR program.
A Kazakhstan Project Plan has been developed and approved which contains certain proposed projects to be carried out in cooperation with AEARK and other agencies and subject to the approval of Kazakhstan's Nuclear Energy Law.

2.0 OBJECTIVE The objective of this task is to review existing NRC guidance documents for applicability to Kazakhstan technical requirements.
Additional guidance documents may'be developed under a separate future task if it is determined that NRC does not possess guidance documents applicable to al Kazahkstani regulatory areas.
3.0 TECHNICAL AND OTHER SPECIAL QUALIFICATIONS REOUIRED Technical staf f participants shall have experience with NRC Physical Protection regulations and should be familiar with the associated regulatory guidance documents.
The technical staff shall also be familiar with the technical requirements which were previously provided to AEARK.
4.0 LEVEL OF EFFORT It is estimated that task will take approximately 178 hours0.00206 days <br />0.0494 hours <br />2.943122e-4 weeks <br />6.7729e-5 months <br /> to complete.
5.0 PERIOD OF PERFORMANCE The period of performance for the work specified in this task order shall commence on the effective date of the task and shall continue for approximately 2 months from that date.
6.0 SCOPE OF WORK The objective of this task is to review existing NRC guidance with respect to Kazakhstan's technical requirements and determine the applicability of existing NRC guidance.
The Physical Protection technical requirements were developed and forwarded to AEARK in 1997 in accordance with NRC/AEARK program plan activities which provided for the subsequent development of respective guidance.
These guidance documents shall consider the types of facilities which Kazakhstan operates, Category 1 and 3, bulk HEU, and research reactor nuclear facilities. All existing

guidance material and supporting documentation will be transmitted j
to the contractor in support of this effort.
Any additional lines of inquiry relating to Kazakhstan
- laws, agencies or nuclear f acilities may be transmitted to the NRC Technical Monitor who will forward the request to the appropriate Kazakhstan contact.
7.0 MEETINGS AND TRAVEL It is anticipated that 2
trips by up to two contractor representatives to NRC headquarters will be required to present their program plan.
m 8.0 NRC-FURNISHED MATERIAL This is addressed in 6.0 (1) above.
9.0 DOE-ACOUIRED MATERIAL NRC must be notified in writing when acquisition of any capital, FIP, or word processing equipment i~s anticipated.
10.0 DELIVERABLE PRODUCTS / SCHEDULE This task shall be completed according to the following schedule:
Review existing guidance / Initiation Date + 2 months.
11.0 TECHNICAL DIRECTION Michael Warren is designated the NMSS technical monitor.
Technical
. instructions may be issued from time-to-time during the duration of this task.
Technical instructions shall not constitute new assignments of work or changes of such nature as to justify an adjustment in cost or period of performance.
Directions for changes in scope of work, cost or period of performance will be coordinated through the NRC Contracting Officer.
