CRYSTAL RIVER UNIT 3 - SUPPLEMENTAL STAFF EVALUATION REPORT REGARDING INDIVIDUAL PLANT EXAMINATION REPORT - INTERNAL EVENTS (TAC NO. M74401)

Dear Mr. Cowan:

By letter dated April 28,1997, the Nuclear Regulatory Commission (NRC) forwarded to Florida Power Corporation (FPC) a Staff Evaluation Report (SER) covering the Crystal River Unit 3 Individual Plant Evaluation (IPE) submittal for intemal events and intemal flood. This SER reported that the staff could not conclude that the Crystal River Unit 3 IPE submittal met the intent of Generic Letter 88-20.

In response to the April 28,1997, SER, FPC provided additionalinformation in submittals dated July 11,1997 and February 12,1998. In addition, a meeting was held with members of your staff on February 25,1998, to discuss the additional IPE information provided in these submittals.

Based on the additionalinformation provided in the two submittals, the staff concludes that the Crystal River Unit 3 IPE meets the intent of Generic Letter 88-20. The enclosed SER supplement addresses the issues raised by the staff in the original SER and their resolution.

In accordance with Generic Letter 88-20, resolution of Unresolved Safety issue (USI) A-45,

" Shutdown Decay Heat Removal Requirements," was subsumed into the IPE process. Based on the staff's review of plant-specific features and FPC's search for decay heat removal vulnerabilities, the staff concludes that the decay heat removal evaluation is consistent with the intent of the USl A-45 resolution. USl A-45 is, therefore, resolved for Crystal River Unit 3.
