! As a result of the December 26, 1985 event at Rancho Seco the NRC issued

( NUREG-1195. One of the findings noted in the NRC's review was a concern with respect to the District's response to IEB 79-27. In response to this concern the original submittal of the Bulletin was reviewed by the Precursor Review Group. Their review indicated a need for further evaluation of the concerns identified in the Bulletin. As a result, the District has performed and (

completed a comprehensive re-review of IEB 79-27.

} Attachment 1 contains the report which describes the results of this effort.

In this report items 1 and 2 of IEB 79-27 are addressed. The District's response to the recommendations found in Section 2.2 of the report are discussed in attachment 2. The Bulletin, item 3, also required the licensee to re-review IE Circular 79-02. The results of this effort has been included as attachment 3 to this letter. Thus, the District has re-reviewed the concerns found in IEB 79-27 and has determined Rancho Seco is in compliance with the requirements of the IE Bulletin.
