UNIT 1, GRAND GULF NUCLEAR STATION, WATERFORD 3 STEAM ELECTRIC STATION AND RIVER BEND NUCLEAR STATION (TAC N0!. M99156, M99157, M99160, AND M99258)
Dear Mr. Hims:
By letter dated June 23, 1997, Entergy Operations, Inc. submitted a request for relief for Arkansas Nuclear One, Unit 1, Grand Gulf Nuclear Station, Waterford 3 Steam Electric Station, and River Bend Nucioar Station, from the requirements of Section XI, " Rules for Inservice Inspect. ion of Nuclear Power Plant Components " of the American Society of Mechanical Engineers Boiler and Pressure Vessel Code (ASME Code) for either the current or the new 10-year inservice inspection (ISI) interval in accordance with oaragraphs 50.55a(a)(3)(i) or (ii) of 10 CFR Part 50.
In the letter, you requested re-approval to use ASME Code Case N-416-1, " Alternative Pressure Test Requirement for Replacement items by Welding, Class 1, 2 and 3" and Code Case N-532 and Inservice Summary Report Preparation and Submission as Required by" A IWA-4000 and IWA-6000,Section XI, Division 1" for the four plants.

As required by the regulations, the ISI for ASME Code Class 1, 2, and 3 components shall be performed in accordance with Section XI of the ASHL Code and applicable addenda as required by 10 CFR 50.55a(g), except where specific h written relief has been granted by the Commission pursuant to 10 CFR

50.55a(g)(6)(1). Or, as stated in 10 CFR 50.55a requirements of paragraph (g) may be used when au(a)(3), alternatives to the thorized by the Commission, f (i) the proposed alternatives would provide an acceptable level of quality oR safety or (ii compliance with the specified requirements would result in hardship or unusu)l difficulty without a compensating increase in the level of a
quality and safety.
In the attached Safety Evaluation, the staff concludes that compliance with the specified requirements of 10 CFR 50.55a would result in hardships without a compensating increase in the level of quality and safety and that your proposed alternative to use ASME Code Case N-416-1 for pressure test requirements for welded repairs or installation of replacement items by welding Class 1, 2, had 3 components subject to hydrostatic testing per IWA-4700 for the four plants, is authorized by law, pursuant to 10 CFR 50.55a(3)(a)(ii), provided that the additional surface examinations are 9709110122 970904 PDR ADOCK 05000313 G

Therefore, the use of Code Case N-532 is authorized pursuant to 10 CFR 50.55a(3)(1) for the four plants.
In addition, the four plants are authorized to use Code Cases N-416-1 and N-532 until such time as the code cases are included in a future revision of Regulatory Guide 1.147. At that time, the plants must follow all provisions and any limitations that may be described in Regulatory Guide 1.147 concerning the use of Code Cases N-416-1 and N-p?.

In addition, the staff concludes that the proposed alternative documentation requirement of the Code Case N-532 would provide an acceptable level of quality and safety as that of the 1992 Edition of the ASME Code,Section XI, subsections IAW-4900 and IAW-6200.
Therefore, the use of Code Case N-532 is authorized pursuant to 10 CFR 50.55a(3)(1) for the four plants.
