Dear Mr. Farrar:

SUBJECT:

SAFETY EVALUATION OF REACTOR COOLANT PIPING SYSTEMS INSPECTION (TAC 59859)

Re: Quad Cities Nuclear l'ower Station, Unit 1 NRC staff has completed a technical review of your submittal dated March 12, 1986 regarding the inspection performed on the reactor coolant piping systems.

The inspection was conducted during the Spring 1986 refueling outage. NRC staff has concluded that the Intergranular Stress Corrosion Cracking (IGSCC) inspection performed during the 1986 outage provided sufficient assurances that Quad Cities Unit 1 can be safely operated for the next 18-month fuel cycle.

NRC staff notes, however, that because of uncertainties about the long-term behavior of the IGSCC phenomena and the subject piping, we require that the plan for inspection and/or mcdification to the recirculation piping as well as any other service sensitive austenitic stainless steel piping systems, operating above 200 F during the next operating cycle, be submitted for our review and comment at least 3 months before the start of the next refueling outage.

An NRC staff Safety Evaluation (SE) for the IGSCC inspection is enclosed.

If you should have any questions regarding the above request, or the evaluation prov'ded in the SE, Tom Rotella on (301)please contact your NRC Quad Cities Project Manager, 492-9413.

Sincerely,

_0riginal signed by John A. Zwolinski, Director BWR Project Directorate #1 Division of BWR Licensing
