Dear Mr. Thorne:
Enclosed please find a request from Saunders-Roe Developments. Inc. to export 250,000 curies of tritium gas to Saunders-Roe Ltd. in the United Kingdom.
The material will be fabricated into sealed light sources and returned to the U.S. where the light sources will be assembled into landing light panels and shipped to Martin Marietta. Ultimately, the landing light panels will be used as airfield runway markers by the U.S. Air Force.
Before taking action on this license request, we would appreciate your views, in accordance with established procedures and from the overall perspective of the Executive Branch, as to whether the proposed export meets the applicable criteria in the Atomic Energy Act of 1954 as amended by the Nuclear Non-Proliferation Act of 1978.
This request involves the same considerations as that filed recently by Self-Powered Lighting for proposed export license number XB001244, which was handcarried to your office for review on November 21, 1986.
It should be noted that while both Self-Powered Lighting and Saunders-Roe have submitted export license requests anc have tendered bids with Martin Marietta, only one contract is involved, and only one export will take place.
