Dear Mr. Chairman:

i The Subcommittee has recently received numerous allegations of rampant drug and alcohol abuse at the Seabrook nuclear power plant construction site.

The potential impact of such "on-the-job" drug and alcohol use on the quality of construction and its possible resultant implications for public safety are of i

particular concern as the NRC considers issuance of low and full power operating licenses for the plant.

These allegations merit further inquiry.

The Subcommittee is instituting its own investigation into this matter and urges that the NRC conduct a parallel investigation.

The Subcommittee is interested in (1) the nature and extent of alleged drug and alcohol abuse; (2) its relationship to construction, inspection and quality control of the project, particularly with regard to safety systems; (3) the applicant's knowledge of the alleged drug problem and what, if anything, it has done about it, including bringing it to NRC's attention; and (4) NRC's knowledge of the alleged problem and what remedial regulatory action it has taken in response thereto.

To assist the Subcommittee in its investigation, please provide answers to the following specific questions:

What information has the NRC received, either directly or through NRC Region I, resident inspectors, the applicant, or

employees, related to the on-or offsite use of illegal drugs and alcohol by construction workers, quality assurance

. personnel, or other employees during the construction of the Seabrook nuclear power plant?

Please provide a chronology of all reports or allegations received by the NRC of drug or alcohol use by any Seabrook site workers since the issuance of the construction permit.
