We appreciate the importance of establishing the date as soon as possible so that development of the exercise scope, objectives and detailed scenario can be initiated. Since four of the other six sites in our region have not yet indicated a proposed exercise date for 1987, we are not in a position at this time to provide the approval you requested. Hopefully,
