This is in response to your letter dated July 30, 1986, requesting a delay in reconciliation of your September 1986 low enriched uranium physical inventory and consequently a delay in the submittal of DOE /NRC Form-742.

The reporting requirements of 10 CFR Part 75 do not apply to your September 1986 physical inventory since this is the second physical inventory during the calendar year. Additionally, our review has determined that granting this onetime request will not adversely affect the common defense and security nor the public health and safety and is otherwise in the public interest. Accordingly, we are adding the following unnumbered license condition to Amendment SG-1 to your License Number SNM-1067, effective imme-diately, to read as follows:

Notwithstanding the requirements of 10 CFR 70.51(e)(4) to calculate, reconcile and adjust the book record to the results of the September 1986 low enriched uranium physical inventory within (30) calendar days and notwithstanding the requirements of 10 CFR 74.13 to submit DOE /NRC Form-742 within (30) days after the start of the physical inventory, the licensee shall complete these activities within (45) days after the start of the physical inventory. All subsequent physical inventories shall be reconciled and reported within (30) days.

In a telecon of August 6, 1986, between Mr. D. Parks, Manager - Nuclear Materials and our R. L. Jackson it was agreed that Mr. Parks would forward the required license fee of $150 to Mr. D. Weiss, NRC - License Fee Manage-ment Branch at a later date.
