SUBJECT:
COMMONWEALTH EDIS0N COMPANY, BRAIDWOOD UNIT 1, STATUS OF PREPAREDNESS FOR LOW POWER LICENSING This is the sixth memorandum forwarded to you in accordance with IE MC 94300 to provide information on the preparedness for low power licensing of Braidwood Unit 1. The enclosures include the items requiring inspection and resolution before a finding of readiness for low power operation can be endorsed by Region III. The classification of these items is consistent with the categories used by Cor.nonwealth Edison. Braidwood 1 received a Fuel Loading and Precritical Testing license on October 17, 1986. Fuel loading began on October 25, 1986 and was completed on November 3, 1986. The ASLB hearing was completed on December 9, 1986. A final ASLB decision is not expected until March 1987.

ENCLOSURE 1 Outstanding Items Including Enforcement and Unresolved Items The following describes those issues which remain outstanding at Braidwood 1 and the milestones by which they must be resolved.
'1. Attachment 1 to this enclosure ' lists 59 items that must be closed prior to initial criticality. ;
- 2. Attachment 2 to this enclosure lists 60 items that must be closed prior to 5% power.
- 3. Attachment 3 to this enclosure lists 33 items that are not required to be closed prior to initial criticality or exceeding 5% power.
- 4. There are currently seven open allegations that are assigned to the-Region III staff. It is anticipated that these allegations will be inspected prior to February 28, 1987.
