10. DOE stated that a thorough discussion of ground-water contamination within the Menefee and Point Lookout formations together with a plan of restoration / remedial action alternatives for the site will be included in the Final RAP.

This will be an acceptable format for addressing comment number 10.

The issues of concern will need to be addressed in the Final RAP and NRC will conduct a comprehensive review for the specific items noted in the initial comments of the Draft RAP. All items of concern will be reviewed for adequacy and completeness at the time DOE issues-the Final RAP for review.

21. This response is not acceptable and does not address the original comment pertaining to a lack of test data and information on swell and dispersivity of on-site soils. Additional testing should be implemented to characterize the on-site soil properties. Adequate i

data on soils can only be acquired through a soil testing.

Further, the bid documents do not indicate that any new testing has been initiated; so no new data is available for soil property characterization.
