ENCLOSURE 1 NOTICE OF VIOLATION Carolina Power and Light Company Docket No. 50-324 Brunswick Unit 2 License No. DPR-62 During the Nuclear Regulatory Commission (NRC) inspection conducted on December 1-31, 1986, a violation of NRC requirements was identified. The violation involved failure to provide instructions to ensure certain pressure switches were installed environmentally qualified. In accordance with the

" General Statement of Policy and Procedure for NRC Enforcement Actions," 10 CFR Part 2, Appendix C (1985), the violation is listed below:

10 CFR 50, Appendix B, Criterion V, as implemented by FSAR Chapter 17.2.5, Instructions, Procedures, and Drawings, requires that activities affecting quality shall be prescribed by documented instructions, procedures or drawings of a type appropriate to the circumstances. Corporate Quality Assurance Program, Section 14.4, Operating Plant Modification Control, implements Criterion V with respect to plant modifications.

Subsection 14.4.1.2, Modification Procedures, requires that procedures shall be developed for each plant modification and that use of appropriate equipment shall be addressed in those procedures. 10 CFR 50.49 requires the licensee to establish a program for environmental qualification of electrical equipment important to safety. Qualification Date Package (QDP) 77. Rev.0, for ASCO Tripoint Pressure Switches, qualifies the pressure switches with the conduit sealed.

Contrary to the above, activities affecting quality were not prescribed by instructions appropriate to the circumstances, in that plant modification 84.196, Nitrogen Backup System, Field Revision 4 dated January 13, 1986, specified installation of pressure switches 2-IA-PSL-3596 and 3597, ASCO Tripoint Pressure Switches, in an environmental qualification application without the conduit sealed.

This is a Severity Level IV violation (Supplement I).

Pursuant to the provisions of 10 CFR 2.201, Carolina Power and Light Company is hereby required to submit to this office within thirty days of the date of the letter transmitting this Notice, a written statement or explanation in reply, including (for each violation): (1) admission or denial of the violation, (2) the reasons for the violation if admitted, (3) the corrective steps which have been taken and the results achieved, (4) the corrective steps which will be taken to avoid further violations, and (5) the date when full compliance will be 87021e0413 R 870206 O A lv.3 C K 0 5 0 0 0 3 2 4 PDR
