Thank.you for your letter dated February 20, 1987,. responding to-the apparent .

violations' identified in our letter to you~ of January 21,,1987, which forwarded-
. Inspection Report Nos. 50-454/86045 and 50 ,455/86041. We have completed our-
review.of your consnents and bases related to Byron Unit 2 and have concluded'
that items identified were incorrectly categorized 'as violations.
With regard to Violation 1, we agree-that violation 455/86041-01 is incorrect-
and perhaps is more appropriately categorized as a deviation from a commitment.
While the item was not a violation, our concern with respect to the adequacy
.of review of Unit 2 tests affecting Unit 1 operation was valid. Your corrective
actions in this area ' appear to be appropriate.
With regard to _ Violation 2, we agree that violation 455/86041-02.as cited in
the report was not of safety significance as-it dealt with the application of
'
lessons learned from Unit I testing to Unit 2 test procedures.
'
We will take the appropriate action to remove these violations from the record.
