SUBJECT:

MEETING CONCEKNING PERFORMANCE OF CANDIDATES APPLYING FOR LICENSE TO OPERATE THE CPSES FACILITY On August 8, 1988, representatives of TV Electric met in Arlington, Texas, with NRC Region IV and Office of Special Projects (0SP) personnel to discuss the performance on examinations of CPSES personnel applying for license to operate the CPSES facility.

The NRC vciced concern about past and continued performance of applicants on NRC examiriations, stressing the following points:

1.

The poor performance on initial examinations m6tches poor performance noted on previous requalification examinations.

2.

In light of the fact that the examination process is merely a sampling procedure, the performance of presently licensed operators requires further' evaluation.

3.

Performance' skill alone without background or fundamental knowledge is not sufficient grounds for licensing individuals to operate a nuclear facility.

The licensee stated they were shocked by the tone of the last examination report (50-445/0L 88-01) issued by the Region IV Office and intended to aggressively pursue every problem that could be identified. They further stated that their intended mission for this meeting was to gather information and clarify issues stated in the cover letter of the above mentioned report.

The following items were covered during the meeting:

1.

TV Electric asked the staff if it knew the origin of the TV Electric copyrighted paper on performance testing.

NRC staff stated they did not know the origin of the licensee's copyrighted document, but understood it to represent the training philosophy at CPSES.

With respect to lesson plans and learning objectives, NRC stated that individual members of the training department had confirmed that this material existed.

Further, NRC stated ~that failure to provide this material when requested in the future could result in examination cancellation.

3.

Specific examples with the depth of presently supplied system material were cited and discussed.

4.

Controlled vice "information only" material tias discussed.

5.

Specific material that was outdated or incorrect was cited and discussed.

6.

Specific examples indicating procedure memorization vice synthesis problem solving were cited and discussed.

7.

Examination results from previous examinations were provided to attendees.

NRC discussed the CPSES personnel interfaced with and stated that they had not encountered any difficulties with CPSES personnel onsite.

9.

The representative from CASE asked for, and was provided, a synopsis of the NRC operator licensing examination process.

The licensee was informed that a future meeting would be scheduled.
