3 As used in the regulation, 50.47(a)(1), adequate 4 modifies the words protective measures. It does not modify 5 the word protection and it does not modify a phrase level-of 6 protection.
7 Now adequate, if my memory from high school Latin 8 doesn't fail me, comes from the Latin "adaquarae" meaning 9 equal, and it is used in the Commission's regulation in that 10 classic sense, it is used as equal to the task at hand.
