g ,g NUCLEAR REGULATORY COMMISSION COMSECY-99-012 p WAbHINGTON, D.C. 200M-0001

\ . ,,, . /g March 24,1$99 Approved subject to attachedi comments. l MEMORANDUM TO: Chairman Jackson Commissioner Dieus j /,

Commissioner Diaz oha/ loa su 4 Commissioner McGaffigan G ta J is 3/31/99 Commissioner Merrifield i 3 - 3/~49 FROM: Janice Dunn Lee, Acting Director Office of International Programs

SUBJECT:

OFFICE OF INTERNATIONAL PROGRAMS ANNUAL REPORT

]

l Dating back to the mid 1980s, the Office of international Programs was responsible for f providing the Commission with a twice yearly report on all activities. This " Semi-Annual Report" requirement remained in effect until 1996, when the Commission granted OIP's request to -

submit a single an'nual report. In 1997, noting the confluence of substantive information,  ;

reporting periods, and timing of submission, OIP requested that the Commission allow the material which OIP prepared for inclusion in the NRC Annual Report to also be forwarded separately to the Commission to fulfill its Commission-mandated annual reporting requirement.

This request was granted, and in January 1998, OIP provided its chapter for the NRC FY 97 Annual Report to both the OClO and to the Commission (Attachment 1). l l

Subsequent changes in the NRC Annual Report required OIP to reduce its submissions for FY 97 and FY 98 to summary accounts without expansive details A copy of the FY 98 section on NRC's international activities is at Attachment 2.

In addition to providing the Commissiori an annual written summary of international activities, OIP has in recent years provided the Commission with an annual briefing, including substantial background materials as handouts. )

Upon review, it appears that summary information in the current abbreviated format of the NRC Annual Report may not be sufficient to keep the Commission informed of NRC's international program. However, a single, definitive summary of NRC's international activities can be

' achieved in an annual OIP briefing, with inclusive background handouts for year-long reference.

Staff notes that the last briefing to the Commission on international activities was August 1997.

SECY informs OIP that the next scheduled briefing is targeted for May 1999.

OlP recommends conducting a single annual briefing with current reference materials that will be tracked by SECY and discontinuing its separate annual written report to the Commission.

fl OIP will continue to provide summary material for inclusion in the NRC FY Annual Repod, as required by the OClO in the abbreviated format. Hearing no objection, OlP will proceed with

1 l , Commissi oner Di cus comments on COMSECY-99-012:

- I approve OIP's planned approach for periodically providing the Commission information on its

- activities. This is contingent on OIP's carrying out its activities as directed in the SRM on COMGJD-99-001 & COMNJD-99-001 and OlPs' response.

OIP should provide the Commission a proposed agenda outline for its annual briefing of the Commission in advance of the briefing to assure that areas of interest to the Commission are l covered. In this regard, I would like to see the May 1999 briefing include a summary and l discussion of NRC staff's international activities, e.g., participation in IAEA and NEA l committees and assistance programs. The discussion should address how NRC management l assures that these activities are consistent with NRC's strategic goals and statutory obligations and are appropriately coordinated internally and outside the agency to minimize duplication and overlap.
