Dear Mr. Miraglia:

This letter concerns the longterm program upgrade for the meteorological system, as committed to in the letter cited above.

During the february 11, 1987, meeting with Messrs. Miner and Spickler, among others, District staff outlined the specific hardware improvements committed to for the meteorological system and particularly for the meteorological tower instrumentation.

Included in the scope of the upgrade were new signal processors, new cabling on the tower (to be enclosed in condult), new wind speed and direction sensors, installation of a lightning protection system, and a backup 10-meter tower.

Discussion centered on two key issues:

1)

Representativeness of wind speed and direction data due to tower-induced turbulence 2)

Tower siting effects on temperature change data due to proximity of asphalt road surfaces, ff N\\

-JEW 87-476 To address these issues, the District commits to broadening the scope of the program upgrade so that it includes installation of a fixed-width guyed tower to be sited approximately 120 yards southwest of the existing tower.

This i

location was visited by Mr. Spickler soon after the February 11, 1987 meeting. He informally indicated to cognizant SMUD individuals that this location, which is away from the road, will likely provide representative data. All hardware modifications planned for the existing tower will be installed on the new tower.

The existing meteorological tower will then be used as a backup.

The District will submit a preliminary schedule for this upgrade within 30 days.
