Dear Mr. Martin:

Special Report on Inoperability of Fire Pump The Omaha Public Power District, holder of Operating License DPR-40, submits this special report pursuant to the requirements of Fort Calhoun Station Unit No. 1 Technical Specification Section 2.19, Fire Protection System.

Fort Calhoun Station Unit No.1 Technical specification Section 2.19(4) requires that the fire suppression water system shall be operable, except during system testing, jockey pump maintenance or training (not to exceed seven consecutive days) with both fire pumps, each with a minimum capacity of 1800 gpm, with their discharge aligned to the fire suppression header and automatic initiation logic for each fire pump. With less than the above required equipment, restore the inoperable equipment to operable status within seven days or prepare and submit within the next 30 days a special report to the Nuclear Regulatory Commission. This report is being ,

submitted pursuant to Technical Specification 5.9.3.

On January 10,1986, at 1541, diesel fire pump FP-1B was removed from service to facilitate work on "C" intake cell rotating screens. On January 17, 1986, at approximately 1500, attempts were made to place the diesel fire pump back into service, but a malfunctioning valve delayed the operability check of the pump such that it could not be considered re-turned to service until 2025 on January 17, 1986. This exceeded the seven day limit by slightly less than five hours. During the period of diesel fire pump inoperability, the electric fire pump remained operable and was l available for fire fighting activities. Sufficient backup equipment ex-

! isted had the electric fire pump also been rendered inoperable. This report is being issued within the 30 day limit specified in Technical Specification 2.19(4).
