This is to inform you that disposition has been made on ten travelers containing proposed changes to the Standard Technical Specification (STS) NUREGs made by the NEl Technical Specification Task Force (TSTF). Those travelers that were approved are TSTFs -229, -
238, -246, -261, -285, -319, and -323. TSTF-287, R.1 was Modified, after discussion with the respective Owner's Group Chairman. Those travelers that were Rejected, after i discussion with the respective Owner's Group Chairmen, were TSTFs-277 and -302. j Please see the enclosure for NRC comments with regard to the travelers that were f modified and rejected. l OG made appropriate changes with regard to staff comments and discussions from l l September 1998 meeting and subsequent phone converstations. However, there are two l l minor errors:
- 2. In the CEOG markup of STS 3.7.14 on page 3.7-32, the "OR" in CONDITION E l should be deleted. l l In both cases, the "OR" supported changes made by the original TSTF. These changes were deleted in TSTF-287, R.1. Bases changes are correct.

, TSTF-277: Relect l
l The recommended change splits the existing STS SR into two different SRs in order to l remove the NOTE from the Frequency column. The proposed change correctly implements
! the STS. However, as presently written, the STS SR is clear. The benefit from the suggested change is a m: .(er of opinion as there are other STS SRs with NOTES in the Frequency column.
TSTF 302: Relect -
! Rejected as low priority and not needed at this time. The code of Federal Regulations l
requires an exemption for the use of any zirconium alloy other than Zircalloy or ZiRLO. If a j rule change cr exemption allows use of other cladding in the future, either a generic or plant specific TS change could be pursued at that time.
