Subject:

Inspection 50-334/86-18

This refers to the resident safety inspection by Mr. W. Troskoski and Ms. A. Asars

on August 1-27, 1986 at the Beaver Valley Power Station, Unit 1, Shippingport,

Pennsylvania.

The inspection consisted of document reviews, interviews, and ob-

servation of activities.

The findings were discussed with Mr. Sieber of your staff.

An augmented team inspection conducted an extensive review of the station's outar;e

recovery and startup activities to assess the effectiveness of your management

control systems. We found good overali improvement.in most areas.

Though improve-

ments were also made.in cold shutdown plant configuration control, the team ob-

served several problems that indicate additional efforts are still warranted to

achieve a high level of performance.

Your staff should review those program areas

where problems were identified during the outage.

Actions taken to upgrade and

strengthen those areas will be reviewed by us at a later date.

Apart from the above, it appears that certain of your activities were not conducted

in full compliance with NRC requirements, as set forth in the Notice of Violation

enclosed herewith as Appendix A.

The violation has been categorized by severity

level in accordance with the " General Statement of Policy and Procedure for NRC

Enforcement Actions," 10 CFR Part 2, Appendix C.

You are required to respond to

the enclosed Notice, and in preparing your response, you should follow the in-

structions specified therein.

The response directed by this letter and the accompanying Notice are not subject

to the clearance procedures of the Office of Management and Budget as required by

the Paperwork Reduction Act of 1980, PL 96-511.
