SUBJECT:
COMSECY 98 002 - REQUEST FOR STARFIRE PROJECT APPROVAL AND FUNDING I reluctantly approve the use of $3.2 million of carryover funds in FY 1998 in support of the STARFIRE project.
My reluctance is not connected with the merits of the STARFIRE project, but is based on the fact that this additional use of carryover funds will bring the current carryover balance down to around
$11 million, which is well below the minimum amount the CF0 recomends and even further below the 5 percent FY 1999 target stated in the FY 1999 Performance Plan.
I strongly encourage the CFO to exercise fiscal discipline during the forthcoming mid year review to restore the carryover balance to the recomended minimum level of $15 million, ec:
