ALTERNATIVE TO ASME CODE SECTION XI REQUIREMENTS REGARDING THE USE OF CODif CASE N 5161 FOR UNDERWATER WELDING, LIMERICK GENERATING STATION, UNITS 1 AND 2 (TAC NOS, M99346 AND M99347)

Deer Mr. Ilunger:

In your July 18,1997, letter, you proposed an altemative to the ASME Code,Section XI repair and replacement requirements under 10 CFR 50.55a(a)(3). You proposed to use ASME Code Case N-5161, " Underwater Welding,Section XI, Division 1," to install modified suction strainers l

st the Limerick Generating Station, Units 1 and 2.

We conclude that compliance with the requirements of 10 CFR 50.55a(c) would result in l

hardship cr unusual difficulty without a compensatory increase in the level of quality and safety.

Therefore, pursuant to 10 CFR 50.55a(s)(3)(li), we authorize you to use Code Case N 5161, as you proposed in your July 18,1997, letter.

Our evaluation and conclusions are contained in the enclosed safety evaluation. This concludes our efforts on this issue and we are, therefore, closing out TAC Nos. M99346 and M99347.
