REQUEST 3 FOR RELIEF NOS. B-9, B-10, AND B-11 FOR COMANCHE PEAK STEAM ELECTRIC STATION, UNIT 1 (TAC NO. MA1930)

Dear Mr. Terry:

By letter dated February 7,1997 (TXX-97014), Texas Utilities Electric Company (TU Electric) proposing First Ten-Year Interval inservice inspection Relief Requests Nos. B-9, B-10, and B-11, for Comanche Peak Steam Electric Station, Unit 1. The Nuclear Regulatory Commission (NRC) staff has reviewed the request as discussed in the enclosed Safety Evaluation.

1 The NRC staff finds the licensee's three requests for relief Nos. B-9, B-10, and B-11, are impractical to perform to the extent required by the Code in each case, the examinations performed provide reasonable assurance of the continued inservice structuralintegrity of the subject components. Therefore, the licensee's requests for relief are granted, pursuant to

, 10 CFR 50.55a(g)(6)(i) for the current interval. The relief granted is authorized by law and will

not endanger life or property, the common defense and securhy, and is otherwise in the public i interest giving due consideration to the burden upon the licensee if the requirements were
imposed on the facility. This closes TAC No. MA1930.
