. . . - . . l June 26,1991 Docket No. 50-443 Mr. Ted C. Feigenbaum President and Chief Executive Officer New Hampshire Yankee Division Public Service Company of New Hampshire Post Office Box 300 Seabrook, New Hampshire 03874

Dear Mr. Feigenbaum:

Subject:

Summary of Meedng on Radiographic Concerns A meeting was held on June 21,1991, at the Science and Nature Center, Seabrook Station, Seabrook, New Hampshire, to conclude an inspection and conduct an exit mee'ing on weld radiograph concerns. The meeting was attended by members of the press and the general public. It followed a review, by two NRC contract Level III NDE radiographers and the Region I Level III NDE radiographer, of eleven radiographic packages which had previously been identified as having the potential to jeopardize ASME code compliance. Your staff described their position on the acceptability of each of the radiographs in question, and concluded that all eleven radiograpic packages met code requirements. The NRC staff then caucused and reached a conclusion on the acceptability of the radiographs.

The NRC staff provided the following findings at the exit:  ;

I i Six of the eleven radiographs do not comply with the ASME code (1977 Edition of ASME Section III up through and including the Winter 1977 Addenda). These

! packages were found unacceptable because of lack of 4-T sensitivity or density range sensitivity in the radiographs.

The question of acceptability of one rad.ograph package remains unresolved. The sensitivity of the radiographs in that package was adequate and no rejectable flaws were found. However, it appeared that the radiographic technique was changed between radiographs in the package and the change was not reflected in the documentation.

The remaining four radiographic packages were code acceptable.

None of the radiographs showed indication of unacceptable welds.
