Re: BEAVER VALLEY UNIT 2 S/G SLEEVING AMENDMENT i

The following items refer to commitments made by Duquesne Light Company (DLC), the licensee, in a submittal dated September 17,1997, which was DLC's response to an NRC staff request for additionalinformation. The staff has found, in the course of performing a technical ,

review of the Licensee's submittal, that some clarification, or modification, of the commitments ,

may be required in order to avoid confusion.

1. The letter states that the licensee " commits to performing the NRC recommended  :

inspections for repaired tubes ..." The staff's recommendation was to inspect at least 20 percent of the tubes repaired by sleeving during inservice inspections. The commitment as proposed by the licensee does not mandate an initial 20 percent sample inspection of sleeved tubing (although it is implied by the accompanying chart). Adherence to TS 4.4.5.2.b.3 would require only a three percent inspection of sleeved tubes. The commitment as currently written does not explicitly specify the scope of the first insentice inspection sample for sleeved tubes.

l 2. Item 1 of the commitment does not clearly state the areas where inspections will be performed in the second sample inspection and which tubes will be inspected. Paragraph (a) states that the tube selection will include tubes from the tubesheet array with previously identified imperfections. This requirement does not appear to address the need to inspect additional sleeves of the same design. Paragraph (b) limits the inspections to " portions of the tubes where imperfections were found." Such a requirement does not indicate the extent of the examination to be preformed with respect to any indications identified in sleeved tubes.

3. The proposed commitment states that a 20-month inspection frequency will apply after a i Category C-3 inspection results classification"until a subsequent inspection demonstrates the inspection criteria are satisfied." This requirement appears to be inconsistent with the general inspection requirements included in TS 4.4.5.3.b. Also, the phrase " inspection criteria are satisfied" does not define the final inspection results classification or give an indication when the frequency of sleeve inspections can be decreased.
4. Item 4 in the proposed commitment provides duplicate criteria to TS4.4.5.1. Both requirements state the conditions by which the steam generators may be declared operable. )

TS4.4.5.1 states that each steam generator may be declared operable after inspecting the  ;

steam generators per Table 4.4-1. Item 4 permits steam generators to be declared operable after inspecting repaired tubes in accordance with Table 1 and completing the l appropriate actions. This might lead to the misinterpretation that the steam generators may l be declared operable either through completing the general inspections as defined in the surveillance requirements or by inspecting repaired tubes as described in the proposed commitment.
