Virgil C. Summer Nuclear Station Docket No. 50/395 Operating License No. NPF-12 Special Report (SPR 88-004)

Dear Dr. Grace:

This Special Report is submitted pursuant to the requirements of Technical Specifications Section 3.3.3.4, "Meteorological Instrumentation."

The 61 Meter Wind Direction instrument was declared inoperable on May 6, 1988, following the review of data recorded for May 5, 1988.

Troubleshooting by instrument personnel identified that the invalid data was due to a bad transmitter and the unit was forwarded to the manufacturer for repairs.

The unit was received from the manufacturer on May 18, 1988, installed on May 19, 1988, to the test connection at the base of the meteorological (met) tower but the technicians were unable to zero adjust the output. On May 20, 1988, a transmitter was removed from the secordary met tower, which is used for reference only, and installed at the test connection. The output of the unit was adjusted and monitored to verify operability. After a short period of time (approximately one hour), the output began to drift and pulsate.

Troubleshooting of the circuit continued and on May 21, 1988, the "data logger," which is in parallel with the 61 meter output, was found to be defective.

A new "data logger" was installed the afternoon of May ?l, 1988 and the circuit monitored fcr 48 hours5.555556e-4 days <br />0.0133 hours <br />7.936508e-5 weeks <br />1.8264e-5 months <br /> with no discrepancies noted.

The Licensee is presently installing the transmitter at the 61 meter location of the met tower.

Completion of the required surveillance testing and the return of the unit tn an operable status is scheduled for May 24, 1988.
