50-328 SEQUOYAH NUCLEAR PLANT (SQN) - NRC INSPECTION REPORT 50-327/87-48 AND 50-328/87 INTEGRATED DESIGN INSPECTION (IDI) - SYSTEMS ENGINEERING PROGRAM UPDATE i

In TVA's response to the IDI programmatic issue, "Lack of System Integration,"

contained in the letter from S. A. White to NRC dated December 29, 1987, TVA committed to pNvide to NRC by April 1,1988, an update of the systems engineering program that was being developed for SQN. On April 1, 1988, TVA notified NRC that this schedule would not be met. This letter summarizes the current status of the SQN program.

As noted in TVA's December 29, 1987 letter, three types of systems engineers were to be established: plant systems engineers in the plant, project systems engineers in the design project onsite, and discipline staffed systems engineering specialists in the branches in Knoxville.

As of April 29, 1988, a plant systems engineer and a design project systems engineer have been assigned to each of the 92 systems at SQN. Discipline staffed systems engineering specialists have been assigned to 84 of the 92 systems at SQN.

A procedure has been implemented at SQN that defines the responsibilities of the plant systems engineer.

TVA will provide NRC with another update of the SQN systems engineering program by April 3, 1989.

The commitment made in this submittal is stated on tne enclosure.
