Dear Mr. Gnaedinger:
I am responding to your letter to Chairman Jackson dated February 4,1997, concerning independent project peer reviews. The Office for Analysis and Evaluation of Operational Data, of which I am the director, is the office within the Nuclear Regulatory Commission l
(NRC) responsible for the independent review of operating experience and the feedback of lessons learned to the industry. We will keep the ASCE Standard for Independent Project Peer Review as a reference for possible future use. I would suggest that you make it available directly to nuclear power plants for their possible use. On occasion, the NRC has requested independent peer reviews of major research findings. We have utilized the American Physical Society and the American Nuclear Society, among others, for this purpose. We find such reviews to be extremely effective.
With respect to requiring independent project peer review, our requirements for quality assurance are contained in Title 10 of the Code of FederalRegulations, Part 50, Appendix B-Ouality Assurance Criteria for Nuclear Power Plants and Fuel Reprocessing Plants. Although on occasion we have required specific licensees to perform independent reviews in response to problems at their plants, to require all our licensees or applicants to perform an independent project peer review similar to that covered by the ASCE Standard would require a change to our regulations. At this time we see no need for such a change.
