SUBJECT:

ACCEPTANCE OF 0FFSITE DOSE CALCULATIONAL MANUAL, REVISION 1 By letter dated September 16, 1985, Gulf States Utilities Company (GSU) submitted offsite dose calculational manual (0DCM), Revision 3, for the River Bend Station, Unit 1. Subsequent changes were made to the ODCM by GSU and reported to the NRC in the Semiannual Radioactive Effluent Release Report of the last half of 1987. The changes were incorporated into a new revision and submitted to the NRC as Revision 0 with a letter dated April 30, 1987. Changes were made to Revision 0 as reported in the January - June 1987 Semiannual Radioactive Effluent Release Report submitted by GSU resulting in Revision 1 of the ODCH.

This Revision 1 of the ODCM was reviewed by the NRC contractor EG&G Idaho, Inc. The EG&G Idaho discussion and comments based on their review is documented in the enclosed Technical Evaluation Report (TER). We agree with the contractor that this ODCM uses methods that are, in general, consistent with staff guidelines and is an acceptable reference. However, in the enclosed TER there are listed a number of discrepancies and suggestions, some typographical in nature, and others dealing with technical issues. Because these comments involve refinements to a basically sound document, the staff concludes that there is no need for immediate action. However, we request that all of the points raised in the Conclusions section of the enclosed TER be addressed, within six months of the date of this letter, in a new revision to the ODCH.

The reporting and/or record keeping requirements contained in this letter affect fewer than ten respondents; therefore, OMB clearance is not required under P.L.96-511.
