McGuire Nuclear Station Catawba Nuclear Station Docket Nos. 50-369,' 50-370, and 50-413 Primary Coolant Iodine Spikes Reporting Requirements and Iodine Activity Limits Shut Down Requirements Isotopic Analysis of Reactor Coolant

Dear Mr. Denton:

~ Attached are proposed License amendments to Facility Operating Licenses NPF-9, NPF-17,'~and NPF-35 for McGuire Nuclear Station, Units 1 and 2, and Catawba Nuclear Station, Unit 1, respectively. It is requested that the proposed changes affecting Catawba' Unit 1 be incorporated into the proposed Catawba Units 1 and 2 combined Technical Specifications which were transmitted by my letter of March 15, 1985.

.The proposed changes to the McGuire Technical Specifications involve: 1) a revision to the reporting requirements related to primary coolant iodine spikes; and 2) the deletion of existing requirements to shut down the plant if.cnolant iodine activity limits are exceeded for 800 hours0.00926 days <br />0.222 hours <br />0.00132 weeks <br />3.044e-4 months <br /> in a 12-month period; .3

3) a clarification of the sampling technique to allow analysis of a non-degassed reactor coolant. sample for determination of total specific activity.

The proposed changes to the Catawba Technical Specifications involve: 1) a

. revision to the reporting requirements related to primary coolant iodine spikes;

$ and 2) the deletion of, existing requirements to shut down the plant if coolant ,

f iodine activity limits are exceeded for 800 hours0.00926 days <br />0.222 hours <br />0.00132 weeks <br />3.044e-4 months <br /> in a 12-month period. ,

[4- .The proposed changes to the McGuire and Catawba Technical Specifications in the primary coolant iodine spikes reporting requirements will reduce the present reporting requirements from a short-term report (Special Report or Licensee I Event Report) to an item to be included in the Annual Report as stated in NRC's

[ Ceneric Letter No. 85-19 dated September 27, 1985. In addition, the existing requirement in the McGuire and Catawba Technical Specifications to shut down

the plant if coolant iodine activity limits are exceeded for 800 hours0.00926 days <br />0.222 hours <br />0.00132 weeks <br />3.044e-4 months <br /> in a 12-month period is no longer considered necessary by the NRC as stated in Generic Letter 85-19. The proposed changes to the McGuire Technical Specifica-tions involving a clarification to the Reactor Coolant System isotopic sampling technique are the result of improved technology which will provide accurate

Attachment I contains the proposed revision to the Technical Specifications for McGuire-Nuclear Station. . Attachment II contains the proposed revision to the Technical Specifications for Catawba Nuclear Station. Attachment III contains the Justification'and Analysis in support of the proposed changes. Attachment IV provides a determination that the proposed changes would not involve any significant hazards consideration as defined by 10 CFR 50.92.

This request involves one application for amendment to McGuire's Technical Specifications and one application for amendment to Catawba's Technical Speci-

-fications. . Accordingly, pursuant to 10 CFR 170.21 two checks for $150.00 each are enclosed.
