Dear Mr. Yandell:
In accordance with the provisions of 10CFR50.54 (p), Revision 16 of the Fort St. Vrain Physical Security Plan with Appendix "B",
" General Criteria for Security Personnel," are submitted for review and approval as the operational Security Plan for Fort St. Vrain.
In addition, Appendix "C",
" Safeguards sem Contingency Plan",
is included as Revision 16, with no changes and fu$$
Appendix "A",
"Special Security Measures During Refueling Operations"

G This Plan revision is in response to Reference (1) regarding proposed changes gg to the Security Flan and Reference (2), which refers to NRC acceptance of o<
these proposed changes.
As a result of these letters, appropriate changes have been accomplished in the Fort St. Vrain Physical Security Plan and other om moderate changes have been incorporated into the Security Plan, which are

also documented in the Explanation of Changes (Attachments 1 and 3).
These changes are being submitted prior to and in anticipation of the completion of construction and upgrade of areas addressed by these changes.
We request that the enclosed information be withheld from public disclosure pursuant to the provisions of 10CFR2.790 (d) and 10CFR73.21.
