Final 10CFR50.55(e) Report: GT STRUDL Computer Program Error (CDR 85-00-12)

Dear Sir:

On November 15, 1985 [ Reference (b)], we committed to provide a final report on our evaiaation of the potential deficiency cauaed by an error in the GT STRUDL Computer Program. We have completed the evaluation of this deficiency and have determined it not to be a reportable 10CTR50.55(e) condition.

Description of Deficiency The GT STRUDL Computer Program was used in the design and analysis of a number of HVAC, piping and I&C supports for Seabrook prior to January 1984.

In performing an analysis check on a previously completed HVAC support designed with the GT STRUDL Program, an error was discovered in the section of

.the program that calculates frequencies using the Rayleigh Quotient Method.

Georgia Tech confirmed the error in all versions of the program prior to the 84.03 Release. The error had unknowingly been corrected in all subsequent releases including the 84.03 version. ,

United States Nuclear Regulatory Commission Attention: Mr. Richard W. Starostecki Page 2 Analysis of Safety Implications All support designs which used the Rayleigh Quotient Method were potentially affected by this item and required evaluation.

Vendor furnished safety-related equipment required evaluation for any design deficiencies.

Corrective Action Initially, a sample of 25 computer runs potentially effected by the GT STRUDL error were reviewed. The result of this review indicated that none of the 25 support designs were impacted by this error.

Subsequently, a generic evaluation of this problem for all potentially affected HVAC supports was performed. The result of this evaluation also indicated that none of the HVAC supports were impacted by the GT STRUDL error.

In addition, all piping and I&C supports potentially affected by this error were reviewed and found to be unaffected by the GT STRUDL error.

In reference to the potential impact on the work performed by equipment vendors, we have determined that none of the vendors used the subject computer program for equipment design.

Based on the above, we have concluded that this item is not a reportable 10CFR50.55(e) condition.
