7590-01 UNITED STATES NUCLEAR REGULATORY COPNISSION NOTICE OF PENEWAL OF FACILITY OPERATING LICENSE

.- UNIVERSITY OF LOWELL DOCKET NO. 50-223 The U. S. Nuclear Regulatory Comission (the Comission) has issued Amendment No. 9 to Facility Operatirg License No. R-125 for The University j of Lowell (the licensee) which renews the license for operation of the training and research reactor located on the campus in Lowell, Massachusetts.

The facility is a non-power reactor that has been operating at power levels not in excess of one megawatt (therinal). The renewed Operating License No. R-125 will expire thirty years from its date of isstance.

The amended license complies with the standards and requirements of the Atomic Energy Act of 1954, as amended (the Act), and the Comission's rules and regulations. The Corsnission has made appropriate findings as required by the Act and the Comission's rules and regulations in 10 CFR

Oppor-tunity for hearing was afforded in the notice of the proposed issuance of T  ?! this renewal in the FEDERAL REGISTER on March 29, 1985 at 50 FR 12668. On April 29, 1985 a Petition to Intervene was filed. A hearing Board was set up and a prehearing conference scheduled. However, on July 11, 1985 before the prehearing conference was convened, the Petition to Intervene was withdrawn. A Memorandum terminating the proceeding was issued on July 19, 1985 by the Atomic Safety and Licensing Board.

7590-01 The Comission has prepared a Safety Evaluation Report (NUREG-1139 for the renewal of Facility Operating License No. R-125 and has, based on that report, concluded that the facility can continue to be operated by the licensee without endangering the health and safety of the public.

The Comission also has prepared an Environmental Assessment for the renewal of Facility Operating License No. R-125 and has concluded that this action will not have a significant effect on the quality of the human

, environment. Therefore, the Comission has determined not to prepare an Environmental Impact Statement for the proposed action. The Notice of Finding of No Significant Environmental Impact was published in the FEDERAL REGISTER on November 6,1985 at 46227.
