Dear Mr. Anderson:
In a letter dated August 15, 1994, relat'ing to Generic Letter 87-02, you j
described the methodology for achieving and maintaining hot shutdown following i
a design basis seismic event.
In Attachment 2, page 2, you stated that
"...given a loss of off-site power, it is not possible to cool down to a hot shutdown condition within 72 hours8.333333e-4 days <br />0.02 hours <br />1.190476e-4 weeks <br />2.7396e-5 months <br /> even without additional failures. An additional 52 hours6.018519e-4 days <br />0.0144 hours <br />8.597884e-5 weeks <br />1.9786e-5 months <br /> would be needed to cool down to the Decay Heat System i
entry point (280*F T,,the atmospheric dump valves."This is because of the limited cap relievesteamthrougb).

(Remote Shutdown System) indicates that the design basis for the remote shutdown system is 10 CFR Part 50, Appendix R, Section L and 10 CFR Part 50, Appendix A, Criterion 19. Appendix R, Section L 1(d), requires alternate shutdown capability to "... achieve cold shutdown within 72 hours8.333333e-4 days <br />0.02 hours <br />1.190476e-4 weeks <br />2.7396e-5 months <br />...."
The discussion in your August 15, 1994, letter would appear to imply that you cannot meet the requirements of Appendix R, Section L 1(d).
