Docket No. 70-7001 Compliance Plan Issue 36, Seismic Capability of Buildings C-331 and C-335

Dear Mr. Pierson:

Issue 36 of the Plan for Achieving Compliance With NRC Regulations at the Paducah Gaseous Diffusion Plant (Compliance Plan) contains a plan of action and schedule which states, in part:

At the time of transition from DOE regulatory oversight to NRC regulatory oversight, USEC will inform the NRC of the interim measures still in effect for the affected buildings and equipment and the current status of upgrading the seismic capabilities of the affected buildings and equipment.

The purpose of this letter is to provide the information required by this Compliance Plan action item.

Interim Measures Still in Effect The following interim measures are still in effect for the Buildings C-331 and C-335 and will remain in effect until completion of the modifications:

1.

Operations are limited to subatmospheric pressure within the cascade equipment.

Operations personnel have been instructed on the specific emergency procedures for shutting down the affected enrichment cascade equipment and building ventilation systems 050115 foliowing a seismic event.

3.

Building access is limited to only those individuals essential to operations, inspections, or those personnel performing the seismic modifications.

The removal / relocation ofinterferences to allow for the installation of the structural steel is underway.

The fmal design of the structural modifications is expected to be completed in the next

. several weeks.

Following completion of the final design, structural steel installation will begin.

The scheduled completion date for the project is December 31,1997.
